Bill would set new rules for books inmates can read in prison

State lawmakers are considering a proposal that could lead to new rules at prison libraries. The Judiciary Committee was to hear testimony today on a bill requiring the Correction Department commissioner to review Federal Bureau of Prisons’ guidelines on prison library collections. The commissioner would then develop directives on the content of prison libraries. Sen. John A. Kissel, R-Enfield, proposed the legislation. Lawyers for Joshua Komisarjevsky, who faces trial for a fatal home invasion in Cheshire, recently filed papers saying that before the crime, his co-defendant, Steven Hayes, read books in prison depicting violent murders and the burning of victims. Hayes was sentenced to death last year for the murders of a mother and her two daughters. Also today, the committee was to hear testimony today on a bill that would provide protections against gender identity discrimination. The bill would include “gender identity or expression” as a protected characteristic along with race, national origin, sex, and other attributes already in state laws. Source
