MANILA, Philippines - The Department of Justice (DOJ) has released a set of guidelines for the appearance in court and before government agencies of inmates detained in penal facilities under the supervision of the Bureau of Corrections(BuCor), including the New Bilibid Prisons(NBP).
This is part of the department's continuing efforts to address kinks in the systems of the BuCor, one of the DOJ's attached agencies.
In a department circular dated June 2, 2011, two weeks after the much-talked about arrest of NBP inmate Antonio Leviste in Makati City in an unauthorized out of prison trip, Justice Secretary Leila de Lima directed the BuCor Director, who shall issue a favorable recommendation for any authorized movement of inmate, to seek her approval or that of her duly authorized representative.
